Base converter with fractions?

Yes, that is true.
Instead of IP(x) we can use iquo(numer(x),denom(x))
(easy to find in Toolbox menu: CAS -Integer - Division - Quotient)

When x=999999999999999/1000000000000000
the first method returns 1 and the second method gives the correct result 0.

You found a smart way to correct it though, in a smart program!
