I'm not familiar with the EBL charger, but it looks like it has fewer features. The BC-700 offers 3 charge/discharge currents as NiMH batteries should be charged at 0.5 - 1.0C. The BC-700 also offers Discharge, Test, and Refresh modes.

Personally, I like having better control and the Test and Refresh modes are nice to have.
