I think it should be read as:

The recall arithmetic sequence X RCL + variable stores x in LASTx and X RCL variable + stores the recalled number in LASTx.

It appears somebody tried to improve the manual for the HP 35s and failed.
At least they fixed the typo: riot vs. not
