Algorithm for entering numbers?

I tripped on RCL stack-lift before.
Say, 99 is stored in memory 00, "RCL 00" should be equivalent to "99 Enter"

But, "RCL 00 Enter" only push only one 99.
The extra Enter does nothing ...

What is the rationale for Enter disable stack-lift ?
Should the alternative be more logical ?
