That is most likely the case. Commodore used to do the same thing with the PET. I bought two chiclet keyboard PETs hoping to cannibalize one to fix the other. There were few parts I could use. Even the keyboard connector was different! In Eastern Europe the parts situation was even worse than for Commodore.
