What is this template for?

I got a HP-41 blanknut with a strange overlay I do not know. The seller told me, "I do know these were built by HP for the USPS. I believe that the software may have been a special USPS program for postage calculations." So, myabe this is the missing template for the DEL. SERV 1 Module (HP 82500B-A38)? What do owner´s of this module think? Does someone know a person that worked with this module in the 80th?

The terms "Letters" and "Flats" both refer to postal terms. I am assuming the "PP" means Parcel Post? My Wife used to work at the post office and these were terms that I heard frequently. Just my two cents.
