Is there anywhere a solver function comparable to the one on HP 200 lx (or on 95 lx or 19 B II or 17 B) that can be purchased or downloaded to use on a PDA using Mindows mobile 2003 second edition (or other Windows CE platform)?

Yep. Use a good DOS-Emulator for WinCE and run the HP200LX Connectivity Pack (see http://www.palmtoppaper.com/store/asp/home.asp).
