For what its worth, I have done business with three or four Ebay people in South Africa without any problem. If they are scum and jack your card you are probably safe... most major cards these days have a 0 dollar fraud limit (not the legally required $50 max).

By the way, when those resistors fry expect to find three or four dead transistors on the same circuit board... been there, done that... three or four times before.
