HP9810A defect

I have a HP9810A which is obviously defect: when switched on
the display shows some nonsense symbols and some of the keyboard-LEDs are illuminated. The calculator doesn't respond to any keystrokes. Does anyone know this problem?
The only abnormality I could find is that the 20V testpoint in the power supply gives only about 16V. Could somebody check this in a working 9810?
