HP-41 MACHINE ROM and Part Numbering ?

I have two MACHINE roms. They both catalog on the HP-41 as "MACHINE 1A "
They both say "MACHINE" on the back that sticks out the HP-41 port. The first has a date code 2303 and is marked "HP 00041-14010 MADE IN SINGAPORE" The second has a date code 2036 and is marked "HP 00041-15020 MADE IN SINGAPORE"
Why do they have different part numbers for the same ROM revision?
