Per section 11 of the User's Manual, the UART is enabled when there are less than 8 Chips enabled. Those are the UART Control Registers.

OK, another case of not RTFM. 8-(
I skipped that section thinking that I did not needed for now, well, I was wrong.
I saw that it was not affecting the FRAM71 behaviour but I was curious on why those bits where set most of the time.
