Best software for drawing diagrams?

One I have bookmarked for making nice timing diagrams out of your plain text description is this one:

I'm thinking of another one that takes your plain-text diagrams and makes really nice graphics; but although I thought I bookmarked it, I'm having trouble finding it right now.
