I tried to search the discussion I read a while back, but it is a seemingly common behavior.

The amount of people that put a certain effort in an activity (any activity) quickly diminish with the amount of effort required.

Even participating in a forum.

Therefore adding some effort blocks everyhing. Here in Germany there are wifi hotspot where one can buy a connection for a certain period. This purchase is mostly bound to the mac address of the device through which the purchase was made. In this way one can use only one laptop to surf and nothing else (pretty stupid). Few are interested enough to buy the voucher through a properly set wifi router and then have the access shared to their entire flat.
