That is because the files are still the old ones.

That is a direct link for the firmware file over http. It should work fine for you. Then place those files into your <user>\Documents\HP Connectivity Kit\firmware directory.

No, the expected way is that it will be automatically downloaded. When ftp is blocked though, that is a problem. We are working to resolve that issue.

No, but the updater does require admin privileges due to the way it writes to the calculator flash.

I posted it above. That is hp.com, but the links used internally in the auto-updater are the ftp:// form vs the http:// form. We are working to resolve that.

Once you've installed the emulator/connkit again and you have those "firmware" files unzupped properly, try the updater again. It may not find the files once the small updater window is open. However, there is a button with a folder to browse for the files. Select the <user>\Documents\Hp Connectivity Kit\firmware location, and it should proceed and you'll be up to date.
