No they aren't, at least in the castellano I learnt at school. For b you will say it with the lips close together. For v you will put the upper incisive teeth over your lower lip, producing a different sound. That nobody seems to care anymore is something different!.
What I regret is that we (in Argentina) make no distinction when pronouncing s, c and z Sad,one of the features that makes castellano from Spain (aka Spanish) so interesting, ihmo Smile
