Is the problem the set-up costs for getting the PCB(s) made? PCB prices are coming down and down, while at the same time quality is becoming more dependable. Take a look at http://www.dirtypcbs.com/, http://pcbshopper.com/, and http://www.pcbway.com/ . For example, you can get ten 2-layer 5x5cm PCBs for $14 for the lot. "BitWise" on the 6502.org forum says he has used them and the quality seems good and he has not had any problems.
