Yes, I would prefer the same number of figures after the decimal separator in SCI and standard modes (and ENG mode as in the HP50g).

For the generic question about significant figures, I can see perhaps one disadvantage with your suggestion:
99.999 will give 100.00 on the stack
but 100 will give 100.0 on the stack.
This would generate inconsistent formats for such numbers.
