"Post a new thread" message box

The message box that I am typing into overextends into the next section of the page, "post options".

I am unable to move the box while typing, so I have no idea what the 1st post option is (I can see the 2nd one, "disable smilies") and I can't click on it, even after I finish typing.

I'm using IE9 under Win7.
