The ROM is extracted via the IR transmitter on the calculator.

Take a look at CPROMUPL.ZIP on Christoph's site.

My mistake. As far as I know, there is no way to get into the ROM scanner on the HP-19B/BII calculators.

To answer your original question, there is no simple way to extract these ROMs--thought Christoph has tantalizingly shown screen captures of them in use in his emulator.
