Although above is technically true, economically, it might not.
Assuming the house require heating:

1. Wasted heat generated by electricity is likely the most expensive kind of heating.

2. Location of lighting normally is not designed for efficient home heating

Incandescents could heat your home, in a wildly inefficient way

That may be true in (south) Europe and "warm" countries. A study in Norway, which mainly uses electricity for heating, comes to the conclusion that my statement is fairly accurate.
