Looks like a used strip of Kapton to me (polyimide film). You should be able to get that in better shape for less.

this is a piece of kapton foil used in the HP-41CX halfnut to isolate the main ROM installation and is called a "rip-off".

If I'm not wrong below a sample (thanks to Geoff) 2where the fullnut and halfnut boards are compared
