On the cover of the June 1991 HP Journal for the 48SX, what is the software running on the PC in the picture there?

It looks like it let you write rpl programs on the pc then transfer, I don't recall seeing it before. I has wanted a 28 since seeing ads in a popular electronics magazine from the library but then somewhere later in 1991 another guy at school bought a 48SX and I saved and bought one in 1992.

I'm guessing they didn't release that one when it was no longer selling as I don't find it anywhere.

EduCALC #52, p.43, $99.95.
I was meaning like they did with the HP48 rom once they stopped selling the hp48. Once it became obsolete give it to the public domain.
