Is there exist some plan of releases ? Which functions will be implemented in next release ? Any improvements for programming ?

Those who might know about such plans are prevented from talking about them.

You can look at the past and make your own educated guess but the usual disclaimer applies: “Past release schedule is not a guide to future release schedule."

I think if somebody speak about an incoming feature, community will expect the feature to be delivered. And maybe a feature may be broken and not released, or postponed, and then every body would be disapointed and cry.
Without making any promises, there are no risk of disapointment.
it could be one of reasons, I don't know.

Like many I'm waiting for next release,I don't know what will be inside but I'll be happy in every case, and if something is missing there will be not bad surprises for me...

I suspect HP Corporate policy forbids employees from publicly discussing future software update schedules (and perhaps future features) without prior approval from management.

You need to go higher. Pretty much need an act of deity to get permission...

Thanks. But September came to end. I am praying they'd add new features and fixes soon!
