Hi - I have no trouble flashing with calc.bin but can not get calc_ir.bin or calc_xtal.bin to flash. Anyone have any idea what I might be doing wrong?

Do you have the 32768 Hz Crystal and two 18 pf caps installed in the calculator you are attempting to flash? For these flash images to work the crystal must be installed. As shipped from the factory the HP-30B does not include this crystal. The firmware uses this crystal to implement the Stopwatch and Time keeping functions. So if you try to flash either calc_xtal.bin calc_xtal_full.bin, calc_ir.bin, or calc_ir_full.bin
the firmware will LOCK-UP (Appear to be dead) unless the crystal is installed.
Please compare the upper red text on p. 252 of 374 of the WP 34S manual.

My copy of the manual is only 244 pages?

Then please read p. 165. That sentence wasn't printed red yet.

Oh - I should mention that yes I have the crystal installed.
So I'm doing something wrong between "step 6 and before step 9"?

Has this calculator EVER been flashed with a version of firmware that confirms that the crystal is installed correctly? Perhaps there is a cold solder joint on the crystal, or one of the two 18pf capacitors that go with it. To confirm that the crystal works, you could flash calc.bin then use the keyboard option (ON)+(C)+(C) to turn on the crystal and see if it locks up (See page 208 of your 244 page manual).
