here strongly suggests it's a simulator.
I had not seen that, I just looked at the top-level project page. You're right though a few notes there e.g. about missing features suggest a simulation.
It's definitely a simulator... there is no firmware to load.

To my knowledge there are no HP-16C
emulators (of the original HP NUT code) out there. I already have a (Windows) simulator.
Moravia obviously has the HP-16C NUT code (for the HP-15C CE 16C mode) but who else? Besides SwissMicros for their DM16L?

This android app needs the HP16C ROM to be able to execute. I think all of his HP1xC apps were emulators ...
