Is it possible to decode this serial number to determine the year this HP-12C was made?

PHA7370SWQ

PH I assume means it was manufactured in the Philippines?

Something definitely went wrong there, because a PH serial number is Philippines, not China. I would assume 2017, since in 2007 I think it would have been made in China.
I did think that a China made unit should always start with a CN serial number, e.g: CN40800888
There is a web site that will tell you the warranty date for HP products, although sometimes knowing just the serial number is not enough. In that case, you also need a product number, which isn't always obvious.

In this particular case, I was able to find that this HP 12C was provided with its factory warranty starting 2017-09-19. I had to know a likely "Product" number for this was F2230A.
