Can someone recommend a reliable RCA to HDMI converter that they have personally used on a Commodore 64 and/or VIC-20? I bought one today that is junk (ONN brand - going back to Walmart on Monday).

I'd probably look at the RetroTink 2X. I haven't used it with my Commodore, but I got great results with the NES (composite) and PS2 (component).

Ah, bummer! Hadn't noticed that. They're pretty much the gold-standard recommendation for anyone wanting to run old game consoles on a modern TV, though, so keep an eye out.
RetroTINK is back open, but they are only selling and shipping the RetroTINK-5X ($300) units at this time.
Inevitable question: I wonder if anyone has tried this with the hp-86? It's composite output has defeated all converters in this price range AFAIK.
Send me an HP-86 and I'll be happy to give it a try with my 2X! ;D
From a recommendation from a different forum (Commodore related), I purchased a Mini AV2HDMI UP Scaler 1080P off of Amazon. It works great! For $11, it's a great solution.
