(Reminder: Most web browsers no longer support ftp unless you have a plugin. Windows File Explorer works.)

Not for me. I'm using Filezilla 3.60.2 and it closes immediately.
If having trouble connecting, check whether turning FTP "passive" mode on or off makes a difference.

Windows file explorer doesn't works. The connection is closed.
I tried also ftp explorer built-in in total commander (anonymous user, passive mode) and the result: The IP adress wasn't found.
It worked with FileZilla yesterday, but today it does not work anymore
5 minutes later… and it works again! Strange.
Works fine for me using File Explorer on Windows.

I'm in Europe and it won't connect, but if I use a VPN located in the US, it works. Nothing there that can't be found elsewhere though.
You can use the very good
ProtonVPN, there's a free version that will allow you to do that. Those guys have good privacy solutions.
I'm in UK, and was able to connect on my android phone using Total Commander. None of the other file managers worked that support ftp worked though.
I can connect directly from Czechia (EU) so I don’t think there’s a regional filter set on the server side. FTR, I’m using lftp running on Linux.
I guess those who can’t connect run into some filter much closer to the client side - a firewall on the PC or their home router. Or maybe their ISP filters it. After all, some consider the protocol obsolete.

That's a possibility, a VPN bypasses a lot of that. To be honest, I would find it strange if they had set a regional filter too.

I am able to connect and transfer files from
http://ftp.nluug.nl.
I am using mxlinux 21.1 kde and double commander as a file transfer program.
(The last time I connected successfully to
http://ftp.hp.com was in May, 2021 on win 8.1
using filezilla. I could not connect using filezilla today, (Aug 20, 2022)..
(The blog program is inserting the 'http" prefix before the ftp addresses)

I’ve tried, just now, connecting to ftp://ftp.hp.com/pub/calculators (from Canada) with FileZilla 3.55.1 on a Mac, and met with success.
Not sure if this is sill being discussed, but for me (in Germany) on Windows 10, it worked both with Windows Explorer and Filezilla via my regular ISP.

With a little persistence and os shuffling I received the prime files with a live kde demo version
of mx linux 21.1 and filezilla. There were a lot of 500 illegal port command messages and connection
resets. I used double commander and k3b to burn the files to a disc. I put the linux distro on a stick
using the exfat version of yumi.
Filezilla on win 10 was not connecting at all.

recently registered a few days ago and wanted to say that the ftp ://ftp.hp.com/pub site is down for good as of early October 2022. tried that site on several of my Windows PCs in Firefox/Chrome/MS Edge and even Filezilla and would never connect.
I even tried that ftp site on my relative's Win10 PC using a different ISP and got the same result - no connection
it had been mostly working back in August 2022 and in September 2022, but this October not so much. it seems HP has finally shut down that site
