I don't think so. This looks like 1990ies Hong-Kong novelty trash. With a bit of searching you can find some for sale on eBay and elsewhere at prices ranging from 13 Euros to 150+ Euros. One on eBay shows a partially leaked LC display which confirms the trashy build quality.
An online shop for billiards stuff in the Netherlands lists new ones on his website (actually cheaper than old ones on eBay) but my guess is that these are rather new old stock than current production items:
