FWIW, I use the built-in CRLIB command. It's documented in the 50g AUR manual, Chapter 6, in the section entitled "CRLIB -- Create Library Command" (pages 6-9 through 6-10).

L.I.C. doesn't create libraries; it creates library installers. Furthermore, L.I.C. is not a built-in feature of the HP 50g; it only appears in the APPS list of the machines in which L.I.C. was installed. See the README.TXT file that comes with it: https://www.hpcalc.org/details/4761
