If you find the COM port device that you want to use in Device Manager and change its Properties, you should be able to change its COM port number to one of the desired COM port numbers COM1 to COM4 (or to any other COM port number).
You will probably get a pop-up dialog saying that the COM port number is already in use by another installed (but not present or not enabled) serial port. You can ignore that and tell Windows to assign the COM port number anyway. You can have several serial ports installed with the same COM port number as long as they are not present and not enabled at the same time.
