Does anybody know if this application note on bar codes is available for download ? Note 1013 is in the HP-71b compendium.

It is not listed in the HP Application Note Index, 1989 issue.
Are you sure it does exist ? do you have the note title ?
Elements of a Bar Code System (HP-AN-1013) is listed on page 4 and 70.

No, I am not sure it exists. It is just mention in the last paragraph of note 1013 (page 22) so I had assumed it does exist.

It is also mentioned in this patent under Other Publications : Hewlett Packard Application Note AN-1014, "Microprocessor Based Bar Code Decoder Design", Nov, 1982.
