I have a new laptop (Windows 10) at work and I can't get Ilper (V2.3) to run anymore. I get a side-by-side configuration error. Does Ilper require any DLLs that might not be present anymore? Has anyone had the same issue?

Try installing the VS2005 run-time pkg, available at the bottom of Christoph's website, here:

You need to install the VS2005 runtime library. It's available here: https://hp.giesselink.com/Runtime/vcredist2005_x86.exe

That did the trick. It seems I had a newer version installed which did not work...
