UTPT(D,T) for T<0 seems to be returning UTPT(D,ABS(T)).
UTPT(20, 0) return 0.5, which is correct. For T=0 you expect half the values to be above that.
UTPT(20, 1.6) returns 0.0626, which agrees with every other calculator I've tried.
UTPT(20, -1.6) returns the same value, when it should be returning 1 - 0.0626 or 0.9374 which every other calculator I've tried including a 39g+ returns.

I just checked UTPT(20,-1.6) on two HP 39gII's (one is version 27/Aug/2011, and the other is version 19/jan/2012), and both return the correct answer of 0.9374, not the incorrect answer you're getting. Which firmware version do you have?
Remind me how to determine the firmware version.
FWIW I got the machine at HHC 2013.

With the 39gII turned on, press ON, hold it down, then press F4, then release both. This launches the self-test. The firmware version is displayed in the upper left corner. Press 8 to return to normal mode.

My firmware is dated 04/Sep/2012 Rev 17818.
This is newer than the two you have. Maybe this accounts for some of the other oddities I'm experiencing and my inability to reproduce some of the results others are reporting.

My firmware is dated 30/Oct/2013 Rev:19148
It shows the same result as yours.

In France at least it's listed and in stock:

The 39gII was never intended for the North American market, only Asian and European markets, I thought.

This appears to be correct. Thanks to you and Jebem. I didn't see it on hp.com and therefore ASSumed it was discontinued. I will have to remember to watch the other sites to see what HP is doing.
