If it's like the rest of the Psion line, it has its own language called OPL.

Can the processor be addressed directly, if that's the correct terminology, with assembly language?

80C86 16 bit processor

I think than you can also program an app on OPL in any of the other psions pdas in one of the Solid State Disks, mainly series 3 and MX, compile in them and then change the SSD to the HC to run the app. Although I have all this machines, including the HC, never tried.

Just Googled for PSION HC 110, the first pdf was this:
(I hate Google on phone, it can't copy the link of the downloadable stuffz, but the site is: http://oldcomputer.info/index.htm)
UPDATE: http://oldcomputer.info/others/psion/HC-PG.pdf
You can find there:
CHAPTER 2
WRITING SOFTWARE FOR THE HC
Basic programming choices
Choice of programming language
The two main high-level programming languages for the HC are Opl and C.
I have one somewhere, as I can remember it has a DOS (or something DOS-like) on it, I guess as a shell. I never used it and not really liked.
Btw: good luck!

As others have stated, it's OPL
I myself have a Psion Series 3a that's in need of repair which I used many years ago, when I was only about 15 years old or so. I have fond memories of programming graphics algorithms in OPL on that little machine when I was on a road trip

Yes -- it's a custom 8086 chip. But, the OS uses preemptive multitasking with message passing IIRC. The OS is Epoch 16 I think.

Thanks all for the additional posts! The HC 110's shape reminds me of the Corvallis-Micro-Technology-MC5GT I used in 1994 on an FDOT project in Palm Beach County, FL. It had an environmental case and an air release valve for those who worked at higher altitudes. I think it was programmable in BASIC. I don't think it ever crashed on me. The attached picture is not the MC5GT I used.
