Aha - that's it, or very nearly. It turns out that the two keys had been swapped - presumably during manufacture! And so the owner fixed it by relabelling.
Concerning re-painting 11C keys:
My 2838B has the keys re-painted over a 12C keyboard while my 2852A has original 11C keys.
Best to see the ghost shadows is the back arrow key which was painted over CLX.
