To get a new manual, call HP at 800-227-8164 or visit a dealer. The part number for the English manual is 00032-90068.
For a used one, you could try the classified ads section and/or eBay.
You can also order a museum CD which has the manual for the HP-32S (not II) which is similar.
Or, if you're just looking for a basic idea, look at some of the programming guides at http://www.hpmuseum.org/prog/program.htm as well as the HP-32S page.
