While most schools don't actually ban cell phones, they do prohibit their presence during classes. Students can keep their phone in their pocket (or purse), but if a teacher sees the student in class with a phone, it then belongs to the principal.
The school at which I teach (a private boarding school) prohibits cell phones and all electronic devices. Public schools probably couldn't get away with that.
