hp 9825B 9885M disk problem

I recently acquired a 9825B(T) with a 9885M/S disks, including the interface and 98217 ROM. The 9825B works fine. The disk gives a "d6" error message - track not found. I do not have the utility tape for the disk. I have a number of the hard-sector 8 inch floppy's. Is there a utility to format or initialize these disks? Where can I get a copy?
