Seriously, though:
Be absolutely sure that the replacement cells are charged adequately and are installed correctly.
If OK, here is the paraphrased procedure from p. 120 of the manual:
- Reset the calculator by holing down the [C] key while pressing [PV] at the same time.
- Erase memory by holding down the [C] key while holding down both [N] and [E+] keys at the same time. "ALL CLr" should be displayed when all 3 keys are released.
- If that doesn't work, remove all battery cells and jumper the battery contacts together using a coin or other conductive object. Reinstall batteries and turn the 10B on. It should display "ALL CLr".
If these steps fail, service is required.
BTW, the 10B has no speaker, so it won't produce any audible tone when turned on.
