can anyone advise me how or where to get the rom reprogramed into my hp 48sx ?thanks sherman

Well, I'm no expert on the 48SX, but since no one else has chimed in, I'll give my 2 cents.
Basically, as far as I know, the rom in the 48 series was "hard-coded" (for want of a better term) at the factory. It is not re-writeable. If the rom has become corrupted on your 48SX, it cannot simply be re-programmed.

That's perfectly true, the ROM in the 48S/SX/G/GX/G+ is really ROM, non-writeable. If it's gone or defect, the ROM chip, a contact, the PCB or the CPU has to be defect.

What symptoms does your 48SX exhibit?
