Yes, seems to me you missed the fact that there's a link to the source code for the Java applet. If you've got some proficiency in creating Java applets and applications, that's all you need to create a stand-alone Java simulation that will run locally, off-line. It can be easily translated to VB.net as well, if desired.
Anyway, apart from the "oh-so-cute" factor, I would recommend using instead V41 available for free from a well-known-but-censored-out-here-for-undisclosed-reasons web site. This is an amazing piece of software that will give you an exact lookalike of a real 41, with all RAM, X-Functions/X-MEM ROM, Advantage ROM, etc, nearly indistinguishable from the real thing, except it's several times faster (and some I/O capabilities, of course).
